The GSMA Mobile Money Certification Toolkit is the foundation of the Certification process. Mobile money providers should use the toolkit to conduct a detailed self-assessment of their business practices prior to beginning the certification process, which is the first step. The toolkit is then completed through the online portal and submitted to the Assessor to complete the Assessment.

Toolkit Overview

The toolkit identifies eight principles to guide a mobile money provider’s adoption of consistent risk mitigation practices in critical areas of their business. These principles are organized into sub-principles, which are comprised of criteria which illustrate best practices. There are almost 300 criteria overall.

To achieve Certification, a mobile money provider must demonstrate compliance with all of the criteria. The toolkit provides the list of evidence required to assess compliance for each of the criteria. The Assessor will evaluate the required evidence and document it in the Assessment Report.
